Dr. Cornelius Oliver, better known as Doctor O. He's one of Nightmare City's vigilantes, although his alias is the height of laziness. He once tried to join A.S.L.E, but his application was rejected on the basis that he flies a giant steam-powered zeppelin which spews a lot of pollutants, and real heroes don't litter. Or, you know, put toxins in the atmosphere.
